City seeks state grant to improve McNoble Harper Park

By Bobby Horn Jr.
Special to the Journal

The City of Atlanta will seek $75,000 in state funds to refurbish and expand the use of the McNoble Harper Park. The park, located on the northeast side of the city, is bordered by Polk, Melrose and Hodge Streets.
The grant is part of a program created by the Texas Parks and Wildlife Department to help cities improve their parks.
City Manager David Cockrell said the city will apply for the $75,000 grant which will be paid over a three-year period. The grant is a 50-50 match fund, where the city has to agree to match the state funds.
If approved for the state funds, the plan calls for construction of a sand volleyball court, a walking trail and purchase of park equipment. Cockrell anticipates construction of the project would be between nine months and a year.

LEDC sent back to drawing board on debated budget

By Angela Guillory

There was a heated discussion between aldermen on Aug. 11 during the Linden City Council meeting about the Linden Economic Development’s proposed budget. Alderman Sue Lazara accused the LEDC of presenting an unbalanced budget.
The moment Mayor Clarence Burns announced the next item on the agenda was to take action on  LEDC’s proposed budget for fiscal year 2014-2015, Lazara said she would like to make a motion.
“I would like to make a motion right off the top that we require all city agencies to present a balanced budget, not a surplus spending budget. That is what we have here by $57,000,” Lazara stated.
Unsure of what the motion was, Burns and the remaining council asked Lazara to restate her motion.

TWDB hearing

TWDB hearing a ‘ray of hope’ for Region D

By Robin Aaron

The Texas Water Development Board (TWDB) has ordered Region C to submit more complete data as was required by law before a final decision is made on whether the Marvin Nichols Reservoir should be an option for future water planning. If they do not respond by the November 3 deadline Marvin Nichols could be stricken from the Region C water plan.
Those involved closely with the issue say even having the reservoir taken out of the state’s future plans completely may not be the end of the story.

Local honey a family affair for Kennedy’s

By Marti Alexander
malexander@casscountynow.com

When combining work and family, nothing can be sweeter, especially when the product of their efforts is honey.
David Kennedy, along with father-in-law Charles Wilcox and son Kason Kennedy, work together in raising honeybees and selling honey.
However, it was not an endeavor they jumped into.
“I did a lot of research a year before we started,” David Kennedy said.
In 2012, Kennedy began researching and reading about honeybees and how to raise them and then, in 2013, he got his first five hives.
Wilcox said he continues to learn about the bees.
“We now have 15 hives of Italian bees and four hives of Russian,” Kennedy said.

Local officers say farewell to one of their own

A 30-year career in law enforcement came to an abrupt end Tuesday night when Mark West, the lead investigator with the Cass County Sheriff’s Office, died at a local hospital at the age of 58.
West worked many years with the Atlanta Police Department as sergeant of the APD Criminal Investigation Department, before joining CCSO in late 2009.
Those who worked with West say he was dedicated to his job and was also a good friend.
“Mark was a good man,” said T.J. Hawley, APD investigator. “He was highly dedicated to his profession. He was a great teacher and taught me what it means to be a good investigator.”
Hawley said, “He will be missed, and I am proud to call him a friend and mentor.”
APD Sgt. Allen Williams said West was the “best investigator” and friend anyone could have.
