Highway project behind schedule and over budget

Blame it on the rain.
No this is not a rehash of bad 80s lip-synch, but one likely cause for a local highway project that is over-budget and behind schedule.
The project in question is to replace the bridge and approach railing on U.S. Hwy. 59 at Black Bayou.
Originally, the project was allotted 51 days for completion. As of May 20 TxDOT had 89 days charged on the project. The original completion date was June 3. Kenneth Icenhower, with TxDOT, said they might miss that date by about a week. As of May 13, the project was 78.94 percent completed.
Icenhower said that there were some delays early in the project but that recently it was “going exceptionally well.”
When the project was drafted, the budget was set at $198,538. As of May 19, $285,526 has been spent on the project.
The project started with the design being completed on Feb. 24, 2015. The bid went out May 27, 2015 and awarded to CDM Holdings, LLC, of New Boston. Work began on Nov. 2, 2015.
